Indoor heated pool held at 28-29°C year-round, plus a smaller heated whirlpool at 34°C. The pool is a proper 20-metre lane pool, deep enough to swim lengths, with a large glass wall onto a covered terrace. The Sheraton runs full winter operations and it shows — the pool is properly staffed, towels are stocked, and you can actually get a drink at the adjacent bar in January without a comedy routine. Rates €120-180 winter for a standard room. Best pool-plus-price combination on this list.
You’re in Mlini, 10 km south of the Old Town, which is quiet in winter but not remote — a bus (numbers 10 or 21) runs into the city every 30 minutes and takes about 25 minutes. The hotel's spa is included with room rate and the pool is part of the spa complex. Restaurant on site is fine but not exciting. This is the sensible booking for a winter break where you want to swim daily, walk the seaside promenade, and dip into Dubrovnik for two or three sightseeing days without the peak-season crowds.
2. Sun Gardens Dubrovnik, Orašac
Two heated indoor pools — a 25-metre lap pool at 27°C and a leisure pool at 30°C — plus a heated outdoor infinity pool held at 28°C on days above 12°C ambient (which is most winter days here). The outdoor pool is the differentiator: on a sunny January afternoon at 14°C, swimming in a warm outdoor pool with the sea in the background is the reason you booked winter. Sun Gardens operates its spa at full capacity through the winter and the pool complex genuinely works. Rates €150-220 winter.
Location is the honest downside — 14 km north of the city, free shuttle runs three or four times daily in winter (versus every 90 minutes in summer), so plan around the schedule. The counterweight is that the property has multiple restaurants that stay open in winter, a proper gym, and enough indoor space that a rainy day doesn’t ruin the trip. Best all-round winter hotel in the region if you want a full resort experience with reliable warm water.
3. Rixos Premium Dubrovnik, Lapad tip
Indoor pool held at 28°C, heated whirlpool at 34°C, both part of the spa complex which stays open through winter. The pool is smaller than the Sheraton's — closer to 15 metres — but the spa facilities around it (sauna, steam room, ice room) are more elaborate. Rates €140-200 winter for a standard room, which given the Lapad location and the spa access is a fair price. The outdoor pool complex is closed and drained from November to April.
The advantage of Rixos in winter is location — you’re at the tip of Lapad, a 15-minute bus into the Old Town, and Lapad's own promenade and cafes work in winter with far fewer crowds. Restaurants near the hotel that stay open in winter include Pantarul (10 minutes on foot), which is one of the best in the city. Book this if you want warm water, spa access, and a city base without needing a resort atmosphere.
4. Hotel Excelsior, Ploče
Indoor heated pool at 27-28°C as part of the spa. Small — 12 metres — designed for cool-down after treatments rather than swimming lengths. But the position is unbeatable: floor-to-ceiling windows onto the harbour with the walls of the Old Town glowing across the water at sunset. Swimming here in December at 5pm with the walls floodlit is a very specific pleasure. Winter rates €280-380, which is a serious price for the pool alone but reasonable for the whole Excelsior experience.
The outdoor seawater pool is closed in winter, which is the loss — it's the best hotel pool in the city for six months of the year, and drained for the other six. If you’re booking the Excelsior in winter, book it for the location and the spa and consider the pool a bonus rather than the reason. The walk into the Old Town is 8 minutes level and the winter Old Town is genuinely lovely — empty, atmospheric, half the restaurants open but the ones that are open are the ones locals go to.

Skip: Hotel More (pool is outdoor only, closes November to April), Hotel Dubrovnik Palace (pool complex mostly closed in winter, only the small indoor pool operates on limited hours), and any hotel that advertises "pool" for a winter stay without specifying "heated indoor" — you’ll arrive to find the covered outdoor pool at 16°C, which no marketing writer wants to describe honestly. Confirm water temperature by email before booking; any hotel that won’t give you a number is telling you the answer.
What winter Dubrovnik actually looks like
January and February are the quietest months, with roughly 30% of restaurants and shops in the Old Town closed and the crowds essentially gone. Weather is unstable — some weeks are 15°C and sunny, some weeks are 6°C with the bura wind at 60 km/h, which shuts down ferries, half the cafes and any outdoor plan. The good news is that a warm indoor pool becomes a real feature of the day rather than a nice-to-have, and hotels that have invested in one are markedly more comfortable than those that haven’t.
